What it is

The Kurdistan Region runs a pre-shipment conformity programme, Consignment-Based Conformity Assessment (CBCA). Intertek publishes the programme page and the regulated products list (issued 25 July 2023) and names itself the sole certification body for it. The list is Intertek’s document: it is linked here, not hosted. In KRG Customs Instructions 6/2016, item 24 is the rule behind it — goods on the Quality Control Board’s pre-shipment inspection programme need a Certificate of Conformity from the companies the Board appoints, and customs may still take a sample at the border.

Which certification body applies today

Intertek’s page names Intertek as the sole certification body for the Kurdistan programme. As of 29 September 2026: Intertek’s own exporter guide names Ibrahim Khalil as the crossing its programme covers, and Bureau Veritas (through Razga Co) was announced in December 2017 for the Iran-border crossings — Bashmagh, Siran Band, Tawella and Kelleh; whether that arrangement still applies is unconfirmed.
